Public Information Meetings Scheduled for Sample Road, Tapp & Rockport, Winslow & Henderson, Fullerton Pike

A lot of infrastructure project public meetings this month! To sum up, here are the upcoming public meetings:

  • Tapp and Rockport Road Intersection: Thursday, August 4, 2016, 4:30-6PM, Southern Hills Church of Christ (1030 W Country Club Dr)
  • Multiuse path along Winslow and Henderson: Wednesday, August 10, 2016, 6-7:30PM, City Hall Council Chambers
  • Fullerton Pike Phase 2: Thursday, August 18, 2016 at 6PM in the Nat U Hill Room of the Monroe County Courthouse.
  • Sample Road: Wednesday, August 24, 2016, 6PM, Maple Grove Christian Church (1503 W Simpson Chapel Rd)

Sample Road

Monroe County Government has scheduled a public information meeting on the Sample Road reconstruction project. The scope of the project goes from Old 37 at the east to Bottom Road at the west. The diagram below shows the extent to the project. The part in red represents the work being done to create a Sample Road interchange on I-69. As the diagram shows, there will be 3 roundabouts created as part of the interchange, which will be the northernmost access to I-69 in Monroe County. The interchange is expected to greatly increase the amount of traffic on Sample Road, necessitating the county reconstruction project.

The meeting will be held on Wednesday, August 24, 2016, 6PM, at the Maple Grove Christian Church (1503 W Simpson Chapel Rd).

Tapp Road and Rockport Road Intersection

The City of Bloomington is holding a public meeting on its plans to reconstruct the Tapp Road/Rockport Road/Country Club Drive intersection, as well as add a new traffic signal to the current 4-way stop. The project will add left turn lanes, a multiuse path, a sidewalk, and slight realignment of the intersection. Initially, a roundabout was considered, but rejected for cost and environmental impact reasons.

Tapp Road and Rockport Road Intersection Project

The meeting will be held Thursday, August 4, 2016, 4:30-6PM, at the Southern Hills Church of Christ (1030 W Country Club Dr). More details about the project can be found on the project web site.

Winslow and Henderson Multiuse Path

The City of Bloomington is also holding a public meeting on its plans to build a multiuse trail along Winslow Rd and Henderson St. The project will also have significant impacts on vehicular traffic, as it is being proposed that northbound traffic on Walnut Street Pike will only be able to turn right (east) on Winslow Rd, not continue north or turn left (west) on Winslow.

Winslow-Henderson Multiuse Path and Intersection Improvements

This project will construct a new multiuse path on East Winslow Road between South Walnut Street and South Henderson Street, a new multiuse path on South Henderson Street from East Winslow Road to approximately 650 feet north of East Winslow Road, and make intersection changes to the Winslow Rd intersection with Walnut Street Pike. The public meeting will be held on Wednesday, August 10, 2016, 6-7:30PM, at City Hall Council Chambers.

Fullerton Pike Phase 2

This will come as a repeat to MoCoGov readers, but I wanted to include it with all of the other public meetings:

Monroe County Government has scheduled a public information meeting on Phase 2 of the Fullerton Pike project. Phase 2 goes from Walnut Street  at the east to just beyond Rogers Street at the west. Phase 1, which is scheduled for contract award on November 16, 2016, goes from Walnut Street Pike to Walnut Street.

The following diagram illustrates the approximate extent of the segments, and also identifies several landmarks to orient yourself.

Public Information Meeting Scheduled for Fullerton Pike Phase 2 Project

Monroe County Government has scheduled a public information meeting on Phase 2 of the Fullerton Pike project. Phase 2 goes from Walnut Street  at the east to just beyond Rogers Street at the west. Phase 1, which is scheduled for contract award on November 16, 2016, goes from Walnut Street Pike to Walnut Street.

The following diagram illustrates the approximate extent of the segments, and also identifies several landmarks to orient yourself.

Deadline for Public Comment on Fullerton Pike Project Tomorrow

End of Gordon PikeThe County Council has been hearing a lot of comments on the proposed Fullerton Pike road project in the last couple of days. I wanted to remind everyone that tomorrow (January 9, 2015) is the deadline for public comment.

Comments can be submitted in the following ways:

  • Emailed to fullertonpike@structurepoint.com
  • Mailed to Benjamin Harvey at American Structurepoint, Inc., 7260 Shadeland Station, Indianapolis, IN 46256
  • Faxed to 317-543-0270 [editorial comment: seriously, fax?]

After the public comment period is closed, the County (and the project consultants) will provide a written response to each comment (comments that are substantially similar may be combined) for the record. The Federal Highway Administration will then either approve a Finding of No Significant Impact (FONSI) or not, in which case a much more extensive Environmental Impact Statement (EIS) would need to be prepared.

Proposed “New Terrain” Connection from Fullerton Pike to Gordon Pike

The public comment period on the Environmental Assessment for the proposed Fullerton Pike road improvement project ends this Friday, January 9, 2015. The project proposes covers the corridor from Rockport Road at the west to Sare Road at the east. I have posted about this project previously here and here.

Part of the proposed corridor includes approximately 0.8 miles of new terrain road (actually, running along an old farm road), connecting Fullerton Pike (at the west) to Gordon Pike (at the east). I walked the corridor yesterday afternoon, and am including a few pictures here, in my somewhat melancholic and ongoing interest in documenting corridors before they are forever transformed.

This map illustrates the “new terrain” portion of the proposed Fullerton Pike highway project that connects Fullerton Pike just east of Rockport Road to Gordon Pike. The map shows where I actually walked — and you can see a gap right at Clear Creek. It had just been raining hard, and the creek was too high to cross, so I had to turn back and approach the corridor from the other side.

The gravel lane leads west towards the Clear Creek Trail. My daughter Tessa wasn’t really that happy about walking in the cold! Even on a cold blustery day, I found something really beautiful about this narrow gravel lane.

From here the lane slopes down to the Clear Creek Trail (and Clear Creek). The proposed road project includes a bridge here, passing over the creek and the trail.

The corridor then passes through farmland. At this point there is no visible remnant of a road, other than the utility easement.

Despite the bitter cold and windy day, it was a really a lovely hike through a rural trail that will likely not be part of our landscape in the next few years.

Environmental Assessment for Fullerton Pike Project Available

Last week I wrote about an upcoming public hearing for Monroe County’s Fullerton Pike Project scheduled for December 11, 2014 at 6PM at the Nat U Hill Room of the Monroe County Courthouse. The public hearing will give members of the public an opportunity to learn more about the project, get their questions answered, and make their voices heard.

The Monroe County Highway Department has just made the draft version of the Environmental Assessment for the project available on its Web site here:

An Environmental Assessment is a requirement of the National Environmental Protection Act (NEPA) and is document whose purpose is to examine the significance of environmental effects and to look at alternative means to achieve the objectives of a particular governmental agency or project.

The Environmental Assessment is divided into 7 sections, all of which are fairly large PDF files. The most important to read is the first one, which provides an extensive description of the project and all alternatives that were considered.

Incidentally, i have heard from many constituents who think that the whole public input process is a sham — that citizen input doesn’t matter. I will say that nothing is further from the truth. Citizen input has already had a substantial effect on this project. When the project was first proposed, it was proposed as a 5-lane road. Input from residents resulted in the project being reduced from a 5-lane road to a 3-lane road (1 travel lane in each direction plus turn lanes as needed). This was a huge change in the scope of the project — all because of the input from citizens.

Public Hearing Announced for the Fullerton Pike Corridor – December 11, 2014

Monroe County will be holding a public hearing on Thursday, December 11, 2014, beginning at 6:00 p.m., at the Monroe County Courthouse, Nat U Hill Meeting Room for the proposed Fullerton Pike Corridor project. An open house session will take place from 6:00 p.m. until 6:45 p.m., with the formal presentation beginning at 6:45 p.m. The purpose of the public hearing is to offer the public an opportunity to view and comment on the environmental document and preliminary design plans for the proposed project.

The proposed project provides a continuous two-lane corridor from Rockport Road at the west to Sare Road at the east. The following maps illustrate the corridor under consideration.

Please note that I made these maps myself just for a rough illustration of the corridor — they are not engineering drawings, and don’t presume any particular road alignment.

The full project extends from Rockport Road to Sare Road. Fullerton Pike will also be a full interchange on I-69 just to the west of the intersection with Rockport Road.

The next map illustrates the western part of the corridor. I just drew the corridor as a straight line — the proposed reconstruction doesn’t really go north of the existing corridor.

According to the project description, the intersection of Fullerton Pike and Sare Road would be re-designed as either a three-leg roundabout or a signalized intersection.

One concern about this project is how the project would affect active transportation.  On the very positive side, the proposed project includes a 10′ multi-use path on the north side of the road. On the negative side, the proposed corridor cuts through new terrain from just east of Rockport Road to Gordon pike, and would cross the Clear Creek Trail, a very popular recreational trail. The map below shows where the proposed corridor (in blue) intersects with the Clear Creek Trail (in red). The current proposed design includes a bridge over the crossing, however, which would mitigate the negative impact, and not increase the number of at-grade crossings of the trail.

There are also concerns from neighborhoods and residents who live along the Fullerton Pike corridor that putting more and potentially higher-speed traffic through this mostly residential corridor would harm their quality of life and make it more dangerous for children. Hopefully these residents will attend the public hearing, learn about the details of the project if they aren’t already aware, and make their concerns known.

Fullerton Pike Corridor Improvements: Bike Lanes vs. Multiuse?

The final engineering assessment for the proposed Fullerton Pike Corridor improvements was just released here:

This project is divided into three sections, in priority order:

  1. State Road 37 to Sare Road (this includes connecting the currently disconnected Fullerton Pike and Gordon Pike, which can be seen here)
  2. State Road 45 to State Road 37
  3. Sare Road to Snoddy Road

Although there is a lot to discuss about this project, what interests me right now are the two alternatives in the SR37 – Sare Road section with respect to bicycle access. In short, the two alternatives presented (the discussion starts on page 19 of the document) are:

  1. Sidewalk on the south side of the road and multi-use side path on the north side of the road
  2. Sidewalk on both north and south sides of the road, no multi-use path, but on-road bike lanes on both the north and south sides of the road

So essentially, the tradeoff for bike riders is: multiuse path on one side and nothing on the other, vs. on-road bike lanes in both directions.

To all bike riders out there — I ask which alternative do you prefer?

In general, my preference is for a dedicated multi-use sidepath, even if it is only on one side of the road, because I am frequently riding with one or both of my kids, and riding for recreation. The multi-use definitely feels safer while pulling my daughter in the trailer, and I think it is more comfortable for my son to ride as well. However, if I were a frequent commuter along that corridor, I would probably prefer the on-streek bike lane in both directions.

I would like to hear others’ thoughts on this issue.

Incidentally, there will be a public meeting on the Fullerton Pike project at 5 p.m. Wednesday at Jackson Creek Middle School. Anyone interested in this project is encouraged to attend.
